The Handbook of Next Generation Emergency Services


The Handbook emphasizes the urgency and advantages of transitioning to Next Generation 9-1-1 as E9-1-1 systems fail and are manufacturer discontinued. The skills and knowledge to design and build a more secure, redundant and resilient emergency services platform are laid out in detail.

This resource comprehensively describes Next Generation emergency services. It will enable implementers, regulators, legal, and technical professionals to understand how the introduction of this innovative approach to handling 9-1-1 calls will impact their work. Beginning with an overview of the field and the transition from circuit-switched to IP-based networks, the book provides building blocks for transitioning to Next Generation services. It discusses design, planning, project management and the pitfalls and obstacles in moving to standards-based NG9-1-1 service. Other topics include, network configuration, operations and maintenance procedures, legal and regulatory requirements and comprehensive service monitoring.

This handbook explains how NG9-1-1 networks are built and function. It provides a brief historical perspective of Basic 9-1-1 and E9-1-1 systems that dominate emergency services today. The reader is guided through the emergency call process from the caller to First Responders.

Next Generation 9-1-1 services are carried over modern data networks to establish more reliable and robust communications between the caller and First Responders. These call flows are fundamentally unique from than those created on Legacy networks.

Barbara Kemp is a partner at Assure911, LLC. Her current focus is next generation emergency services planning, design, testing, and monitoring. She is chairperson of the Illinois Institute of Technology Real Time Communications Lab Next Generation 9-1-1 Task Force. Barbara was the Professional Services engineering and design consultant for the Next Generation 9-1-1 project Counties of Southern Illinois (CSI) and Northern Illinois Next Generation Alliance (NINGA.)

Bart Lovett is a the Project Lead at Assure911, LLC, as well as a partner at OnPoint LLC, Project Management. He has more than 35 years’ experience in the telecommunications industry, including 21 years with Southwestern Bell Telephone Company. Bart served as the Project Manager for the Counties of Southern Illinois (CSI) and the Northern Illinois Next Generation Alliance (NINGA) Next Generation 9-1-1 projects.
